If you experience the error code C711-1931 on your Google Chromebook or Chromebox, it typically points to information stored on your browser that needs to be refreshed. Follow the troubleshooting steps below to resolve the issue.
From the upper right corner of the browser, click Menu .
Click Settings > Privacy and security > Clear browsing data.
Click Advanced.
From the Time range drop-down menu, select All time.
Uncheck everything except Cookies and other site data.
Click Clear data.
Try Netflix again.
