Netflix Ad Policies & Supplemental Terms

To create and maintain a great experience for our members and advertisers, this Help Center outlines Netflix’s Advertising Policies and Supplemental Terms. By advertising on Netflix, you agree that it is your responsibility for your ad content and practices to comply with this policy and any applicable terms. These policies and terms may be updated from time to time at Netflix’s discretion.

The following are rules and expectations for your ad content and practices, such as ad targeting.

  • Ads must comply with all applicable laws, rules, regulations, and industry self-regulatory guidelines (including, for example, the ARPP in France, sanctions administered by OFAC).

  • Ads may not infringe on the rights of others, including copyright, trademark and other intellectual property or personal rights, or be defamatory.

  • Ads must be accurate, truthful, and not misleading.

    • Upon request, you will provide the substantiation to Netflix. As an advertiser, you must have substantiation for all express and implied claims in your ads. 

  • Ads should be clearly identifiable as advertisements. No false endorsement, deepfakes, or similar deceptive practices. Ads should not be presented as editorial content, news reports, emergency alerts, or otherwise.

  • Ads may not engage in or promote discrimination, including based on race, religion, nationality, ethnicity, disability, sexual orientation, gender, age, or any other protected category under applicable law.

  • Ads may not be contrary to good taste. This means, ads may not:

    • Glorify or encourage criminal, unsafe, or inappropriate behavior

    •  Display excessive violence; 

    • Be sexually explicit, overly suggestive, or contain nudity; 

    • Include obscene or profane language or depictions; 

    • Reference sensitive global events or controversial topics, including armed conflict, disasters, and tragedies; 

    • Contain clickbait or exaggerated, sensationalized, coercive, or emotionally manipulative messaging; or 

    • Otherwise be threatening, harassing, inflammatory, emotionally manipulative, or harmful.

  • Ads may not suggest an unapproved affiliation with or use the Netflix name, brand or service; content on Netflix; and/or creative elements (e.g., talent, characters, titles, logos, marks, fonts, music or sonic ident).

    • This applies to all elements associated with a campaign, including but not limited to creative content, URLs, promotion or discount codes, landing page content.

  • You acknowledge that Netflix has the right to review, approve, reject, require edits to, and withdraw any ads at its discretion, regardless of how it's created.

The following standards apply to ad content, brand assets, associated landing pages and campaign practices.

Ad campaigns and associated assets on Netflix must:

  • Show direct affiliation with the advertiser. Ad content must present a clear product, service, or brand.

  • Comply with Netflix Ads’ technical and media requirements, maintaining the theatrical quality expected by our members.

  • Present a high quality ad experience, including correct grammar and spelling, and using a language congruent with the target audience.

  • Present all terms, text, and disclaimers legibly. All disclaimers must be reasonably legible in size, airtime, font, and color. 

Ads must not:

  • Contain notably mismatched vocal dubbing or low quality translations

  • Combine multiple ads into a single, stitched-together ad

  • Use unpleasant visual effects, including excessive flashing, strobing, or repetition.

  • Imply knowledge of member personal attributes.

  • Appeal primarily toward or target minors or children (as defined in relevant jurisdiction). In particular, ads must not be directed towards or appeal to children through visual, verbal, or textual elements.

The following content  is not accepted by Netflix. This applies to both ad content and advertisers primarily dedicated to these products and services. 

  • Dangerous products or services, including but not limited to:

    • Guns, firearms, explosives, ammunition, weapons (including knives, collectables, and toys), fireworks, and related products or services

    • Recreational or illicit drugs and related products or services. 

      •  Anti-drug campaigns are allowed from eligible advertisers if pre-approved by Netflix.

    • Cannabis, marijuana, CBD, THC and related products and services

  • Illegal products, services, and activities including, counterfeit goods, piracy, or forgery services and those owned and/or controlled by parties subject to sanctions imposed by the US/EU/UK/UN

  • Tobacco-related products, including cigarettes, cigars, pipes, chewing tobacco, e-cigarettes, vaporizers, vaping products, and related products and services

  • Political, Election, and Advocacy ads or advertisers

  • Religious ads or advertisers

  • Sexually explicit products and services, including but not limited to sexually explicit dating, compensated dating, pornography, sex toys or sites, “900” numbers or telephone services

  • Speculative financial products

  • Products and services that promote or enable dishonest behavior

The following categories will be considered on a case-by-case basis, taking into account various factors such as programming, location, targeting, review of licensing where applicable, ad format, and other restrictions. 

Accordingly, the following may not be available in all markets and require prior approval from Netflix. Please refer to the Restricted Ad Categories Policy related article for detailed information.

Netflix’s Targeting and Personalized Advertising policies are designed to help advertisers reach relevant audiences and attract new customers, while maintaining Netflix members’ trust.Advertisers may not target audiences based on sensitive personal information.

  • Identity, belief and affiliation, including:

    • Race or ethnicity

    • Citizenship or immigration status

    • Religious beliefs

    • Sexual orientation

    • Political affiliation

    • Trade union membership

  • Personal physical or mental health status, including information identifying or related to an individual’s diagnosis, medical treatment, or payment for diagnosis or medical treatment. Personal health includes, but is not limited to:

    • Disability

    • Genetics and biometric data

    • Chronic health conditions, or conditions that require long-term care, management, treatment, and/or procedures

    • Mental or psychological treatments and interventions

    • Sexual and reproductive health, intimate personal hygiene

    • Inferences about an individual’s health status based on non-health data

    • Consumer Health Data as defined under Washington My Health My Data Act

  • Personal hardships, including:

    • Negative financial status, e.g., debt, bankruptcy

    • Status as a victim/survivor of abuse, trauma, domestic violence or other crimes

    • Relationship hardships, e.g., divorce, separation, bereavement

  • Criminal record

  • Minors (as defined in the relevant jurisdiction), including information related to minors or collected from a website or app directed to minors 

  • Precise location data collected from individuals without first obtaining the individuals’ explicit consent

  • Any other personal data defined as sensitive pursuant to applicable law

Use of Netflix Advertising Tools

Netflix offers a number of tools for advertisers to reach relevant audiences — such as location, UI language, content genres, and demographic information, e.g., age and gender — with certain restrictions. See the additional considerations by Restricted Category below.

Advertisers promoting the following content, as defined by the Restricted Categories Policies, may not use the following targeting criteria (targeting criteria may not be available in all markets/localities):

Advertisers in the following categories may not target the Content Genre “Family Time.”

  • Alcohol

  • Dating

  • Gambling

  • Mature film, television and video game trailers

  • Mature healthcare products and services

  • Mature content, including violent or sexually suggestive ad creatives

  • In the UK - High Fat, Sugar, Salt foods and beverages, Pharmacies, Healthcare Providers, or Over-the-counter medications

Advertiser-Curated Audiences

When onboarding advertiser-curated audiences, eligible advertisers must ensure:

  • Customer data and audience lists are compiled in compliance with all applicable laws, relevant regulations and self-regulatory codes and principles.

  • The collection of data includes a privacy policy with a disclosure that the advertiser may share customer data with third parties like Netflix for advertising and marketing purposes.

  • They have obtained consent for sharing customer data with third parties where required by law.

  • Any data uploaded or segments utilized do not include any data that is capable of identifying or which relates to an individual’s sensitive membership categories (as set forth above)

Advertisers promoting the following products or services may not upload audiences for direct targeting:

  • Alcohol

  • Dating

  • Cryptocurrency

  • Gambling

Gambling advertisers may not select audiences from Data Marketplace providers

Usage Policy

When using personalized advertising products on Netflix, advertisers must not:

  • Use available features as proxies to target or exclude Netflix members based on protected characteristics and/or sensitive interest categories outlined above.

  • Use audiences of a narrow size such that the recipients of the ad could be easily identified, such as layering audience segments with other targeting features.

  • Attempt to target minors, as defined by the applicable age in their jurisdiction.

  • Attempt to reassociate any data provided by Netflix, including aggregated and de-identified data with any individual (whether or not identifiable).

  • Use data from Netflix campaigns to identify sensitive interest categories related to their customers.

  • Associate directly identifiable information (e.g., name or email address) with hashed data or data collected from a campaign on Netflix.

  • Run ads that collect or contain personal information

  • Otherwise share Personally Identifiable Information (PII) about a consumer with Netflix in other contexts (including bid requests).

Netflix offers a variety of ad formats to help you connect with members. Ads with outbound links, QR Codes, and other interactive capabilities are subject to the requirements below. 

General Requirements

  • Ad creatives and landing pages must comply with all applicable laws and industry standards, including any disclaimer and creative requirements.

  • Engagement with the interactive element, i.e., URL, redirect tool, or QR code, may result exclusively in a redirect to the landing page. 

    • No additional actions, such as immediate purchase, payment, sign up, or data collection, may be taken without users' explicit consent.

  • Interactive elements may not obscure disclaimers or disclosure requirements as defined by regulation

  • Campaigns may not promote or direct to sites, apps, and services primarily appealing to, or visited predominantly by minors or children, as defined in relevant jurisdiction.

URLs and Landing Pages:

Landing pages must:

  • Be congruent to the advertised product, service, or brand presented in the associated creative. Congruence includes alignment to any calls to action, creative language, product, and advertiser.

  • Be owned, operated, or directly affiliated with the advertiser, ad campaign, or product. 

    • Referral affiliates, clickbait site, advertorials, or other services are prohibited.

    • Link shorteners are prohibited.

  • Direct to a functional webpage, official app store, or app. 

    • Dysfunctional webpages, error messages, or sites with warnings are prohibited.

    • Alternative destinations are prohibited, including link aggregators, social media profiles, software downloads, or PDFs.

  • Include a clear and conspicuous link to your Privacy Policy.

  • Landing pages must not: Be specific to Netflix ad campaigns. URLs and landing pages must be used across other media channels. URL shorteners are prohibited.

  • Append measurement tools, including UTM trackers, additional redirects, or other tools for data collection.

These Supplemental Terms & Conditions ("Supplemental Terms") apply to the advertising media made available by Netflix, Inc. and/or its affiliates (“Netflix,” “we,”“us” or “our”) to you, an advertiser (“Advertiser”) or agency (“Agency”) on an advertiser’s behalf (“you” or “your”). When you purchase or use our ad products or services, and select applicable features, formats, and functionalities, you agree to these Supplemental Terms, which are incorporated into your agreement to purchase advertising media from Netflix (“Advertising Terms”). In the event of any conflict with the Advertising Terms, these Supplemental Terms will control.

1. Ad Materials. We offer products and services that enable your advertisements (“Ads”), including artwork, logos, brand materials, copy, active URLs, landing pages, applications, disclaimers, and other content or campaign information related to your Ads (collectively, “Ad Materials”) to run on advertising media made available to you by us and to support your advertising campaigns with us. You are fully responsible for your Ad Materials and represent and warrant that your Ads, even if approved by us, will comply with the Netflix Ad Policies & Supplemental Terms (“Policies”), be subject to all applicable laws, rules, regulations, self-regulatory principles and guidelines (collectively, “Applicable Law”), and not infringe on any third party rights. By using our advertising products and services, you grant us and our partners a non-exclusive, royalty-free, perpetual, irrevocable, worldwide license to use, display, modify, cache, and reproduce your Ads and Ad Materials to provide the products and services and operate our advertising business, including its delivery, internal operations, improvement and optimization. Further, you understand that we may accept or reject Ads in accordance with our Policies, request substantiation or other supporting materials, and take action as needed to comply with Applicable Law. In order to run your campaign, we may need to modify the presentation of your Ads (but not the content), such as by adjusting formatting and applying audio and/or video fading or overlays to indicate the position of Ads in an ad break.

2. Beta Features and Feedback. Certain features, ad formats, and/or tools may be in beta mode, whether identified to you as “alpha”, “beta” or otherwise new to market (“Beta Features”). As between you and us, we retain exclusive ownership of all Beta Features. You acknowledge and agree that Beta Features may contain errors and that any data, information, or other materials we provide to you in connection with your use of Beta Features are made available "AS IS" and “WITH ALL FAULTS”. We may change, withdraw, terminate your use of, or discontinue any Beta Features or portion thereof at any time in our sole discretion and without notice. Use of Beta Features may be subject to additional terms and conditions and be provided to you as added value that is not eligible for makegoods. You agree that we are free to use any feedback that you provide about Beta Features or our other products and services without any further obligation or compensation to you and that use of Beta Features may be included in marketing or case studies. 

3. Customizable Features. We may permit you to use ad formats with customizable and/or interactive elements, such as clickable links, QR codes, send-to-phone messaging, offers, flexible placement of Ad Materials within Ads, adjustable copy, and other optional features or targeting (“Customizable Features”). You are solely responsible for any Customizable Features that you enable and must review your Ads for compliance with our Policies and Applicable Law. As part of this, you must review the placement of any Customizable Features to ensure they do not obstruct or obscure the Ad in a detrimental way, including any product images or any applicable disclaimers or disclosures, which you are responsible for including and presenting in your Ads in a compliant manner. As always, you must confirm your Ads are adequately substantiated, truthful, and not misleading. 

4. Third-Party Platform Ads. We may sell advertising placements for your Ads and Ad Materials on our social media accounts or on other third-party platforms (“Third-Party Platform Ads”), which are non-cancellable unless otherwise agreed in writing. When you purchase Third-Party Platform Ads, you agree that we have the right to post your Ads and Ad Materials on these platforms and that your Ads and Ad Materials will comply with their applicable terms, conditions, policies and requirements. We have no responsibility for any actions or omissions of these platforms or their affiliates. You acknowledge that makegoods are not available for Third-Party Platform Ads and that certain features may not be available, including reporting, delivery requirements, measurement, and targeting.

5. Netflix Data. All user data related to engagement with Ads, including Customizable Ads and Third-Party Platform Ads, is owned by us. In addition to restrictions set forth in the Advertising Terms, you agree that you will not, and will not attempt to, collect the personal data of our users, re-identify any individuals, or use data you receive hereunder for retargeting, appending to a user profile, or otherwise in violation of our Policies or Applicable Law.

6. Netflix IP. We may, in our sole discretion, provide you with access to our logos, trademarks, and/or other intellectual property and materials (“Netflix IP”) for limited use in connection with certain Ads and co-promotional opportunities. Your use of the Netflix IP will be in the form of a non-exclusive, non-transferable, non-assignable, non-sublicenseable, and revocable license from us to you to use the Netflix IP solely as approved by us, including in co-branded promotional advertising, as applicable. Any use of, reference or allusion to, Netflix IP is subject to our prior written approval in each instance, including public statements, social media posts or press releases, and may be subject to additional terms and conditions. As between the parties, we own the Netflix IP and you otherwise own your Ads.

7. Ads in Live Programming. If your Ads run in our live programming, you agree to our Terms for Ads in Live Programming.

8. Modification. We may modify these Supplemental Terms from time to time by posting or otherwise providing notice or making an updated copy accessible. Modifications will become effective as of the date set forth, and by continuing to advertise with us, you agree to be bound by the Supplemental Terms.
